Months after tick bite- strange rash

Thank you for your responses! I appreciate the support. My family member has had for the past few months been getting measle like rashes. His entire back is covered. It lasted two weeks. Now it happens on his chest occasionally. His doctor today said he does not have Lyme’s although his ELISA is 1.25 and has not had his western blot come back yet. He says he is getting worse. The doc said she will send him to a specialist. But can’t be sure when it will be. Also he can’t remember what the doctor said as to what type of Doctor she is sending him to. I will be going back home since my sibling is not doing well. But now I am wondering if it is a tick bite or something else. Since I pulled the tick out of his head I can’t help but wonder if the rash on his back is from that. So worried. It looks like it could be an allergy too?? I don’t know.
